The “Journey to Belonging: Choice and Inclusion” framework is Ontario’s long-term vision for transforming developmental services so that adults with developmental disabilities can fully participate in and belong to their communities. Released by the Ministry of Children, Community and Social Services, this reform plan prioritizes person-directed supports, equitable access, and greater choice and flexibility in how individuals use services and funding based on their unique needs. It reflects extensive consultation with self-advocates, families, service providers and sector partners, and charts a phased approach over the next 8–10 years to improve service experiences, build a fairer funding model, strengthen workforce capacity, and reduce barriers to inclusion across sectors like housing, employment and health. At its heart, Journey to Belonging aims to create a responsive, sustainable system where people with developmental disabilities are empowered to live meaningful, inclusive lives with the supports they need.
